Waves are formed by wind blowing along the water's surface. Waves of water do not move horizontally, they only move up and down (a wave does not represent a flow of water). Wave height is dependent on wind speed, fetch length and duration of time the wind blows. Energy is transferred from the air to the sea and the waves are the result of this transfer. The best waves for surfing are the result of the interaction of winds on the surface of the ocean, far away from the coast.
