Arizona Officials Count Early Ballots | U.S. Presidential Elections: 2004

PHOENIX — Early ballot processing clerks sort ballots that have been scanned for signature verification and will be tabulated at the Maricopa County Tabulation and Election Center, Oct. 28, 2004. Of the 1.5 million registered voters in Maricopa County, approximately 460,000 will submit early ballots by mail. Early ballot voting by mail began in Arizona in 1992. The presidential election between President George W. Bush and Democratic nominee Massachusetts Senator John Kerry will be held November 2. (Photo by Jeff Topping/Getty Images)
